Cloudy Glasses Are the Water, Not the Soap
This is the single most common dishwasher complaint in this city and it is worth understanding properly, because the usual response to it wastes money for years.

That is genuinely hard water, and the reason is geology rather than treatment: the region draws groundwater from the Floridan aquifer, which is limestone, and water moving through limestone dissolves calcium carbonate as it goes. The city buys raw water from Tampa Bay Water, treats it at the Cosme plant and pipes it down two 25-mile mains, so the mineral load is a regional constant. No household here is quietly lucky about it.
Inside a dishwasher that mineral does two things, and they compound.
It deposits on the surfaces of your dishes. When hard water dries, the dissolved mineral stays behind as a fine white film. On glass that reads as cloudiness, on dark plates as a chalky haze, and it is why the dishes look worse after the machine than before if the final rinse is not doing its job. This part is chemistry: it needs a rinse aid, which changes the surface tension so water sheets off rather than sitting in droplets that dry into spots, and it needs enough detergent, because hard water consumes some of the detergent before any of it gets to work on food.
It builds up inside the machine. Scale grows on the heating element, where it insulates the element from the water, so the machine reaches a lower final rinse temperature than it is supposed to, which makes the film worse and the drying worse. And it narrows the small jets in the spray arms. Those jets are what turn a modest pump flow into a high-velocity spray pattern that reaches every rack, and as they silt up the pattern goes weak and patchy. The machine still runs a normal-length cycle and still sounds right, so nobody suspects it. The plates just come out gritty on the bottom rack, and one corner of the machine never seems to clean.
Where it stops being maintenance is when the element is heavily scaled and no longer heating properly, when the jets are blocked with hardened deposit that will not clear, or when the machine is not getting up to temperature at all. Those are repairs, and they are modest ones.
Standing Water in an Older St. Petersburg Kitchen
Here is the part that is specific to this housing stock, and it explains why so many dishwasher drain faults in this city are not faults in the dishwasher.
The median St. Petersburg house was built in 1969, and a large share of the older stock is far older. Historic Kenwood in 33713 is 125 blocks of 1920s Craftsman bungalows, the densest concentration of that style per acre in the country, with more than a thousand properties in the district, and roughly 170 of those bungalows were physically moved out from downtown in the mid-1930s. Much of 33705 and 33707 is pre-war or early post-war too, and the Causeway Isles and Yacht Club Estates blocks in 33707 date largely from between 1940 and 1969.
Not one of those houses was built with a dishwasher. Every dishwasher in that stock was added later, into a cabinet run that was adapted, with its water teed off the sink hot line and its drain tied in wherever was convenient at the time. Each of those decisions is a place a fault can hide for decades, and there are three we find constantly.
No high loop. The drain hose is supposed to rise to just under the countertop before it drops to the waste connection. That loop is what stops water running back down into the tub by gravity, and on many machines it is the only thing doing that job. Fitted without it, the machine drains properly and then quietly siphons some of the sink waste water back, so you find an inch of dirty water in the bottom of the tub and conclude the pump has failed. It has not. This is often a ten-minute correction.
The disposal knockout plug. When a dishwasher drain is connected to a garbage disposal, the disposal has a moulded plug in its inlet spigot that must be knocked out first. If the installer skipped it, the dishwasher cannot drain at all, ever. It is the most complete failure with the simplest cause in this trade, and we still find it in kitchens where the machine has never worked properly since the day it was fitted.
A blocked air gap. Where there is an air gap fitted on the countertop, it is a small chrome cylinder next to the tap, and it can clog with debris. Then the drain path is restricted and water backs up, sometimes out of the air gap itself onto the worktop, which people read as a leak from the sink.
Not Cleaning: Work Through This Before You Book
A dishwasher cleans with four things: hot water, detergent, a spray pattern that reaches everything, and time. When results go off, one of those four has been lost, and two of them are yours to check.
The filter. Almost every machine made in the last fifteen years has a removable filter assembly in the floor of the tub, and on most it twists out by hand. It catches food debris, and it is meant to be cleaned regularly. A clogged filter restricts flow, recirculates dirty water and produces a machine that redeposits food on the top rack. Rinse it under the tap with a brush. This one item is the difference between a working dishwasher and a service call more often than any other.
The spray arms. Take them off, hold them up to the light and check every jet. In St. Petersburg water they scale up, and a partly blocked arm sprays a weak, lopsided pattern. If all four are right and the results are still poor, then it is ours: the circulation pump losing pressure, the heating element not bringing the water up to temperature, the diverter valve on machines that alternate between racks, or the wash motor.
Why Nothing Dries Properly
Worth separating this from cleaning, because the two get reported together and they have different causes, and on a modern machine one of them may not be a fault at all.
Older dishwashers dried with an exposed heating element in the floor of the tub: it simply baked the moisture off. Many modern machines, and most of the quiet European-style ones, use condensation drying instead. There is no drying heater. The final rinse is hot, the stainless tub is cooler than the dishes, so moisture leaves the dishes and condenses on the tub wall and runs away. It is more efficient and it is much gentler on plastics, and it has two consequences people are not told about. Plastic items do not hold enough heat to drive their own moisture off, so plastics come out damp on a machine that is working perfectly. And condensation drying depends heavily on rinse aid, because rinse aid is what makes water sheet off a surface instead of clinging in droplets.
So on a condensation-drying machine in hard water, an empty rinse aid reservoir looks exactly like a broken dryer. Fill it, set the dosage up rather than down given the water here, open the door for a few minutes at the end of the cycle, and load plastics on the top rack.
Where it is a genuine fault: a heated-dry machine whose element has failed, a vent flap or fan that has stopped on machines that have one, or a final rinse that never gets hot because the element is scaled or dead. We measure the rinse temperature rather than guess.
Leaks, Smells and Flooded Machines
Leaks come from a short list and the order matters. The door gasket first, which hardens and flattens with age and is a cheap fix. Then the door itself being out of alignment or a worn latch, so it is not pulling square. Then the spray arm seals or a cracked arm firing water at the door. Then the pump seal or the tub. And on any retrofitted installation, the supply connection under the sink, which is not the appliance at all but is where we look when the water is behind rather than in front of the machine.
