It buys roughly 95 percent of its supply from the Peace River Manasota Regional Water Supply Authority, which takes surface water from the Peace River and treats it at a plant on Kings Highway in DeSoto County. The treatment is a surface-water train: powdered activated carbon for algal taste and odour compounds, coagulation and sedimentation with alum for colour removal, rapid-rate multi-media filtration, disinfection with chlorine and chloramines, and pH adjustment with caustic soda.
Chloramine is used because it persists in the distribution system, which is exactly what a disinfectant is supposed to do. The trade-off, well documented in the plumbing and home-inspection trades, is that it attacks elastomers. Rubber exposed to it swells, hardens, loses elasticity, cracks and eventually breaks down, and the classic visible evidence is black flecks appearing in the water.
