This is the part of appliance work that is specific to a city like this one, and it is the part where we would rather be blunt than optimistic.

Water reached garages and ground-floor laundry rooms in streets that had never taken water before. Almost every appliance we see in the aftermath of a surge event is a machine that got wet from the outside, and that is a different problem from a leak.
Salt does not dry out. Fresh water floods a machine and leaves; you dry it, you clean it, and much of it can be saved. Salt water floods a machine, the water evaporates and the salt stays behind on every surface it touched. Salt is hygroscopic, meaning it pulls moisture out of humid Gulf air indefinitely, and salt in solution conducts. A control board that was submerged in salt water and then dried will often power up and work, and then fail weeks or months later as the residue keeps corroding tracks and pins from underneath. What we tell people, in order. Anything with a sealed motor and no electronics low down has a real chance: a plain dryer drum and motor assembly, a mechanical washer, a gas range with no electronic ignition. Nine and a Half Grains of Limestone Water

Hardness does not break appliances suddenly. It narrows things slowly, and the symptoms are so gradual that households adapt to them instead of reporting them.
In a dishwasher scale coats the heating element and narrows the small jets in the spray arms. The machine still runs a full cycle, but it sprays a weaker pattern and rinses at a lower temperature, so glasses come out with a film and plates come out gritty. There is a second, slower salt problem in St. Petersburg that has nothing to do with flooding, and it belongs to specific streets rather than the whole city. What it attacks is metal that is thin, exposed and expected to conduct or move air. Condenser coils on a refrigerator or a freezer corrode and lose the ability to shed heat. A dryer vent cap and the last few feet of duct rust out and start restricting airflow from the outside in.
